Vanuatu holds the distinction of being the first country globally to issue online gambling licenses in the 1990s. Early operators, primarily based in Port Vila, leveraged the Vanuatu Interactive Gaming License to focus on the Australian market with their sportsbook services.
This licensing move was initially very successful, bolstering Vanuatu's reputation as a strong supporter of the eGaming industry and effectively shielding it from external pressures on several occasions.
However, the popularity of this license waned as other jurisdictions entered the market and local political enthusiasm for eGaming decreased. Contrary to claims by various websites and consultants, Vanuatu has not issued any active licenses for the past decade. Recently, the country introduced an updated license, which is an amended version of the original. This new license retains the foundation of the Vanuatu Interactive Gaming Act but incorporates several regulatory changes.
The Regulator
The Vanuatu Department of Customs and Inland Revenue
oversees the new licensing framework, with the Vanuatu Gaming Authority
handling daily administration and processing of applications through a
public-private partnership.
The New Vanuatu License
Launched in early July 2024, the new Vanuatu Interactive Gaming License represents a significant update to the country’s longstanding gaming legislation. Although based on existing laws, the updated regulations essentially make this a brand-new licensing framework.
This B2C license targets operators in grey or pre-regulated markets, allowing them to either manage their operations directly or collaborate with partners using a White Label model. The license includes two URLs, with the option to add more for an additional fee, facilitating White Label business models.
Main licensees can ensure regulatory compliance, or White Label partners can obtain their own licenses for increased reassurance and operational flexibility. Given its attractive price point, this license could become a popular choice for White Labels seeking a reputable licensing option.
For new operators, a Vanuatu license offers credibility and legal stability, which can be reassuring for investors and business partners. It is particularly appealing to online gambling businesses in Asia due to the jurisdiction's accessibility and alignment with the region's business culture. The ease of access from most Asian countries further enhances its attractiveness.
