Licensing Requirements

  • Due Diligence on the Ultimate Beneficial Owner(s), including proof of identity and address

  • A satisfactory explanation to the Source of Wealth of the Ultimate Beneficial Owner(s) . This can be supplied in the form of a Source of Wealth statement prepared by a qualified professional or bank statements showing how the wealth was generated.

  • Due Diligence on any entities associated with the license, such as any holding company use.

  • An explanation to the Source of Funds for the project. This can be supplied in the form of a financial statement prepared by a qualified professional, or company accounts demonstrating how funds were generated.

  • A business plan outlining the core aspects and plans of the company in relation to the VIGL. A template for this will be provided as part of the application process.

  • Proof of ownership of any domains to be used.

  • Copies of any relevant policies and procedures in place, especially those relating to Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT).

  • Every Licensee must nominate a Responsible Person. This individual will be the primary point of contact for the VDCIR and VGA. No formal qualifications are required but the individual should possess relevant industry experience.

Licensing Details

It is a requirement to have a presence in Vanuatu and the license must be held by a Vanuatu company. 

The Vanuatu Interactive Gaming License itself is a B2C license aimed at operators wishing to target pre-regulated markets. Licensees are expected to take relevant legal advice regarding any regions they intend to actively target. A B2B license is being prepared and will be offered to the market at a later date.

The VIGL is valid for 15 years from date of issuance and permits the use of fiat and crypto currencies for gameplay. It covers all common gaming verticals, including sports betting, online casino, online live casino, bingo, keno, lottery, poker, crash games, and novelty games. Where an applicant is not sure if a particular product is licensable in Vanuatu, we are happy to review it and advise accordingly.

VDCIR and VGA expect relevant certification for any platforms and games due to be used under the VIGL to be in place. We accept the majority of established testing houses such as GLI and BMM. We are also in the process of establishing a games master list to streamline the often cumbersome process of having to supply individual licenses for every game. Games utilising the Provably Fair method of random number generation are permitted to be used with a VIGL.

There is no corporation tax in Vanuatu and gaming companies are also exempt from VAT.
